BP Dubai is hiring Middle East Procurement Cluster Manager

Role synopsis

  • Accountable for the Middle East (ME) procurement hub development and operational activities for all businesses within the ME cluster.
  • Key Procurement lead in driving and managing overall procurement activities to support timely launch of strategic ME growth projects i.e Project Camel (Egypt) and Project Tide (KSA).
  • Develop and maintain close relationships with key ME business stakeholders and act as the contact point for them to the Global & Regional Procurement category leads – highlighting business challenges and opportunities on-the-ground.
  • Oversee the project management, delivery and execution of Global Procurement category strategies into the ME businesses and provide post award supplier integration market intelligence and analytical support to the business sourcing teams and ensure adherence to corporate policies and processes, defined governance and delegations of authority.
  • Key Procurement lead to support PCC programs relevant to the ME cluster e.g Global Base Oil strategy involving ME based suppliers and provide market intelligence and supplier relationship management support.
  • To ensure that all activities meet BP’s standards of business ethics; contract compliance standards; risk management expectations; HSSE requirements and minimize reputational risks to BP.

Key accountabilities
Leadership

  • Lead procurement ME cluster hub organisation, establishing and communicating vision and strategic direction, providing business context, coaching and direction to enable the team to meet its performance targets and aligned with regional control and consistency agenda.
  • Oversee and ensure effective ME communications with business stakeholders.
  • Promote compliance with BP’s code of conduct, ensuring by personal example and coaching that BP staff understand and practice ethical business behaviour
  • Champion HSSE
  • Champion the development of new sourcing opportunities – espy new markets., identifying the potential benefits and risks and planning and implementing projects to deliver cost savings to Lubricants (and where relevant/appropriate other parts of BP)

Business relationship & Stakeholder management

  • Engage with ME business stakeholders, assessing their satisfaction through ‘voice of the customer’ workshops, surveys and other mechanisms, using this output to develop improved segment strategies
  • Ensure provision of timely supply market knowledge to ME stakeholders, relaying current and future impactful events and their potential consequences
  • Represent procurement personally or with delegated team member at all required LBM meetings, to ensure shortage/lengthening of supply markets and effects on available feedstock is understood and managed in production planning. Arrange for key segment team to attend when required.
  • Ensure relationships with the ME stakeholders are fostered and the perception of the value of procurement is measured and improved over time
  • Establish effective procurement governance and clearly-accountable decision making within the ME
  • Working with ME and global business stakeholders to identify potential opportunities to deliver cost and other benefits in ME.
  • To assist new market entry teams in sourcing raw material supply into these markets ensuring cost competitive sourcing and suitable local suppliers where appropriate

Supplier relationship management (Key strategic suppliers and Global suppliers based in ME region)

  • Oversee robust and consistent supplier relationship management in the ME, as supported by the regional procurement hub
  • Develop new and robust supplier relationships in connection with new business strategies

Procurement Transformation


  • Local lead to ensure successful roll out of all initiatives to improve procurement technology performance to Best in Class, including:


  1. eEnablement of sourcing activities
  2. Supplier adoption of S2P (source to pay), e-invoicing, electronic data transfer and all forms of improved interfacing
  3. Catalogue and auction support locally


  • Local lead to ensure successful roll out of all initiatives to improve compliance, process and LBM interfaces for procurement to best in Class, including:

Contract content and repository management

  1. Process gaps and improvement projects
  2. Compliance and channel management, reporting and continuous improvement feedback of breaches
  3. Performance cascades and activity reporting and communication management

Team leadership and capability development

  • Set procurement hub team goals and objectives, define KPIs and manage and develop the team to high performance
  • Be responsible for the development, performance management and career guidance of all direct reports, and oversee talent management across the ME procurement hub
  • Ensure through effective capability development the immediate and long term availability of sufficient competent and motivated staff to meet business needs

Essential Education

  • Science or Business Degree essential
Essential experience and job requirements
  • Experience working in the ME region and negotiating/dealing with ME suppliers/companies
  • Experience in Best-in-Class Global Procurement matrix structure ways of working
  • Experience of direct line management and people management

Other Requirements (e.g. Travel, Location)

  • Strategic thinker, combined with a bias for action.
  • High culture adaptability and ability to communicate and work efficiency with different cultures and styles
  • High emotional intelligence in working and dealing with ambiguity with astute organisational agility and networking skill a key success factor
  • The post-holder will have excellent leadership skills, specifically showing a wide range of interpersonal skills applicable in different situations with staff, internal peers and external contacts.
  • Expert communication and presentation skills both verbal and written.
  • Excellent negotiation skills, understanding of strategic supplier / customer dynamics / relationships
  • Ability to form good relationships with people at all levels and from a variety of backgrounds 

Desirable criteria & qualifications

  • Experience in Supply Chain management, Manufacturing, Technology or Business Management is a plus.
  • Experience in green or brown field projects in the ME a major plus
  • MBA
  • Procurement professional (CIPS or equivalent) preferred
