The International Education Division is currently accepting applications for a Monitoring and Evaluation (M&E) Advisor to support an anticipated US$25 million USAID-funded five -year project to improve early grade reading in Morocco. This is a full-time position with residency in Morocco.

Responsibilities:

  • The M&E Advisor will provide M&E guidance and leadership for the project, providing direct support to central and field-based staff. The specific activities include but are not limited to:
  • In collaboration with relevant stakeholders, develop the program’s Performance Monitoring Plan, secure approval from the client, develop data collection tools, and design a training approach in support of successful implementation of this PMP;
  • Coordinate and manage all monitoring and evaluation tasks and deliverables for the project;
  • Harmonize M&E data collection and reporting systems with USAID policies and education indicators;
  • Manage and deliver activities monitoring and reporting to communicate program results and to improve implementation including: establishing systems for gathering, reporting and analyzing performance data for impact and sustainability of project implementation; overseeing data collection processes as required the project’s parameters; developing documentation of best practices; and facilitating the use of data to drive program design and decision making;
  • Prepare monthly, quarterly and annual progress reports on the status of project; implementation; contribute to other project reports such as annual work plans;
  • Regularly review and update the project’s M&E plan.

Qualifications

Qualifications and Skills:

  • Master’s Degree in monitoring, research, assessment or related field;
  • 6 years of working experience in M&E, preferably with a focus on education programs;
  • Experience setting up and implementing USAID M&E systems highly desired;
  • Exceptional technical skills in data management, M&E, survey design, mapping and/or assessment required;
  • Additional skills required for the position include: proficiency in Excel, Word, and other MS Office software; data analysis software (such as SPSS or Stata);
  • Strong oral/written communication skills;
  • Fluency in written and spoken English, Arabic, and French required.
